Department of National Defence (DND) and Contracting Authority Public Services and
Procurement Canada (PSPC) required contaminated sediment remediation within the G Jetty
and Jetty 11 Work Site located in Esquimalt Harbour on Vancouver Island within DND’s
Canadian Forces Base Esquimalt (CFB Esquimalt). Required structure demolition, temporary
dismantling, relocation and reinstatement; disconnection and reconnection of utility
services; dredging of approximately 8,130 m3 of contaminated sediments and encountered
dredge debris; material processing of all dredge material at a Processing Facility to segregate
Suspected UXOs out of the dredge material and associated water treatment; providing
safe temporary storage of Suspected UXOs within a magazine; screening, packaging,
temporary storing, and transporting Munitions Scrap to the designated DND disposal
facility; segregation and management of historically, archaeologically, architecturally, or
paleontologically significant structures, sites, or things; stabilizing contaminated sediment
from the Leachable Metals Area; barge dewatering of dredge material as necessary;
treating dredge effluent water as necessary; conducting in-water transportation to the
Contractor Off-Site Offload Facility; dredge material and offload for upland transportation
and disposal; importing and placing backfill material; setting up and maintaining temporary
facilities to support the work; and performing site restoration. Removal and disposal of
timber locator piles and temporary removal and reinstatement of timber fender piles, beams
and caps, and floating camel logs also required. Timber cross members removed, disposed,
and replaced. Placement of remedial material over 6,500 m2 area. Involved Indigenous
Participation Requirement Plan. Dredging was completed by mechanical means with a
Hitachi 1200 excavator situated on the Aspiration spud barge. All work was conducted from
the Aspiration barge which held facilities for the crew and other equipment/tools/supplies.
