Public Services and Procurement Canada (PSPC) required remediation at the Canadian
Forces Sailing Association (CFSA) Waterlot. The Project’s focused was to bring the CFSA
property into alignment with the general management goals related to federal contaminated
sites as defined by the Federal Contaminated Sites Action Plan (FCSAP). The CFSA proprty is
located on the north shore of Constance Cove in Esquimalt Harbour on Federal Crown land
owned by PSPC. Esquimalt Harbour is governed by the Canada Marine Act and Transport
Canada’s Natural and Man-Made Harbour Regulations administered by the Department of
National Defence (DND). The Work included removal of existing marina structures, dredging
and excavation of contaminated sediments; material processing of all dredge material
at a Processing Facility for segregation of Suspected Unexploded Ordnance (UXOs); in water transportation to the Contractor Off-Site Offload Facility; upland transportation and
disposal of dredge material at a Disposal Facility; and importing and placement of Remedial
Management Cover Material. Dredging was completed by mechanical means with a Hitachi
1200 excavator positioned on a spud barge. All work was conducted by barge. Demolition
included disposal of floating piers and docks comprising removal and disposal of 59 creosote
piles, steel pile, and the Heritage Wreck and lead-based paint covered materials. Dredging
involved processing, transportation, offload, and disposal of 17,000 m3 of material. It also
included placement of 200 tons of rock buttress and remedial management cover over
10,654 m2. Project involved pre-construction planning and an Indigenous Participation
Requirement Plan.
