The Opportunity

We are currently seeking a Senior Contracts Administrator to join our team. Clough is a pioneering engineering and construction company established in 1919 in Perth, Western Australia. As part of the project commercial team, you will be responsible for all commercial and contract matters on allocated contracts / subcontracts. Your duties will include:

• Effectively administering all allocated prime contract and subcontracts

• Preparing all claims and change orders for the adjustment of compensation and time under the assigned prime contract and subcontracts

• Ensuring that all commercial transactions are auditable, transparent and comply with the requirements of applicable legislation

• Setting up and maintaining current and complete contract files, including tender documents, approval protocols, contracts, change orders, schedule requirements, site instructions and all other documents pertaining to the contract(s) assigned

• Assisting with execution of Prime Contract Management Plans and Subcontract Management Plans

• Managing and resolving all claims and change orders with prime contract, and subcontractors / suppliers in accordance with Contract Formation and Administration Operating Standards

• Reviewing and certifying subcontractor’s progress payment claims in accordance with the timeframes under the relevant subcontracts

• Providing input to cost control and forecasting of final cost at completion position for assigned subcontracts

• Providing commercial and contract advice and support to project team managing the assigned subcontracts

• Participating in project risk and opportunity reviews on a minimum monthly frequency

• Attending weekly progress meetings, internal and external, to ensure that all contractual matters are properly addressed and preparing meeting reports if required, ensuring all outstanding commercial and contract matters are dealt with in accordance with the time frames prescribed in the relevant contract

• Liaising with Group Director, Commercial and Supply Chain and the Project Commercial Manager to ensure all notifications of insurance claims or potential insurance claims are provided to Clough’s insurance brokers

• Reviewing correspondence from client, recording for follow up, and directing to appropriate personnel for action or comment

• Assisting in the preparation of formal contract documentation, including contract change orders, recommendations, practical completion certificates, release and waiver or lien documentation and final payment check listing and certification

• Providing assistance to the Project Procurement Manager regarding subcontractor qualifications

• Reviewing and qualifying contracts

• Prime Contract and Subcontract close-out, completed in accordance with Clough procedures

• Working with discipline engineers to develop detailed mechanical, piping, and/or civil/structural engineering drawings and specifications

• Participating in quality reviews of engineering contractor deliverables

• Assisting with document management and handling the transmission of formal communications to/from external contractors

• Complying with all Clough Operating Standards throughout project delivery and ensuring Operating Standards relating to subcontracting are adhered to at all times

Qualifications:

• Bachelor’s degree in engineering, quantity surveying, construction management and economics, law or other relevant qualification

• Minimum of 5 years of direct experience as a commercial or contracts advisor on engineering, procurement, and construction projects, or similar

• Minimum of 5 years of direct experience in managing subcontractors and suppliers

• Contract administration process skills including tendering, negotiation, formation and administration

• Computing skills including operation of Microsoft office suite

• Ability to review and qualify contracts

• Ability to manage risk and insurance issues

• Knowledge of contracting and subcontracting principles

• High commercial acumen
